Russia hires hundreds of thousands of foreign workers every year, and the rules changed twice in 2026. This guide explains what a legal hire looks like in practice: which permit a worker needs, which documents an employer must hold, what the new medical rules mean, and how employers and recruitment agencies find each other.
Which permit you need depends on your citizenship
There is no single work permit in Russia. The route depends on whether your country has a visa-free agreement with Russia and whether it belongs to the Eurasian Economic Union.

Documents a foreign worker is expected to hold in 2026
- Passport valid for the whole period of the planned stay.
- Migration card issued at the border, with the purpose of entry stated as work where that applies.
- Migration registration at the address of actual residence, arranged by the receiving party.
- Patent or work permit, depending on citizenship, with the profession and region matching the real job.
- Medical conclusions — see the next section, the rules changed on 1 September 2026.
- Proof of Russian language, history and law. A certificate is valid for three years; a diploma issued in Russia or the USSR is accepted without an expiry date.
- Taxpayer number (INN) and a bank account for salary payments.
A patent is not a formality. It is issued for one region and one profession, and it lapses if the monthly advance tax payment is missed. Working outside the region or the profession written in the patent is treated as working without a permit — for both the worker and the employer.
What changed in the medical rules
The medical examination must be taken within 30 calendar days of entry — the same window as the patent application. Since 1 September 2026 the medical part of the procedure is electronic. Instead of a stack of paper certificates, a clinic issues two conclusions — one on narcotic substances and one on infectious diseases, HIV included — and sends them to the federal register within 24 hours. The migration authorities read the register directly, so a worker no longer carries the results between offices.
A separate law that came into force in September 2026 allows the removal of foreign nationals diagnosed with diseases that present a danger to others. In practice this makes the medical stage decisive rather than routine: a hire that skips it is not a cheaper hire, it is an unfinished one.
The Ministry of Health has published a draft of the next version of the procedure, planned for 1 March 2027, which adds hepatitis B and C to the list. Until it comes into force, clinics work under the current order, and some still issue paper documents alongside the electronic ones.
What the employer must do
- Check the worker's documents before the first working day — not after.
- Sign a written employment or civil-law contract.
- Notify the migration authorities within three working days of signing the contract, and again when it ends.
- Keep the notification receipt: it is the document an inspection asks for first.
- Pay salaries to a bank account and keep payroll records that match the contract.
Fines for hiring without the right permit are counted per worker, and for companies they reach the hundreds of thousands of roubles, with suspension of operations as an option. That arithmetic is why large employers rarely hire foreign workers from the street.
How employers and recruitment agencies actually find each other
Mass hiring in Russia is built on recruitment agencies in the workers' home countries. An employer needs fifty welders in one region; an agency in Uzbekistan or Tajikistan has the candidates but no direct access to the employer, and neither side can verify the other from a distance. This is the gap that B2B platforms fill.
One of them is MigriVo, an international B2B exchange for mass hiring of foreign workers. An employer posts a request, verified agencies respond with candidates, candidate documents are recognised and checked automatically, and the payment to the agency is held by the platform until the worker actually starts. Both sides are verified before they can trade, which is the part a job board cannot offer.

Organised recruitment: what is planned from 2027
A bill prepared by the Ministry of Internal Affairs and submitted by the Government proposes an experiment in organised recruitment of visa-free foreign workers, planned to run from 1 March 2027 to 31 December 2032. EAEU citizens are outside its scope. The scheme relies on a digital profile of the foreign national and on an operator jointly owned by an authorised bank and a state enterprise under the Ministry.
Two cautions. The experiment is not law yet, and dates in drafts move. And an earlier version of the same bill circulated with a different end date, so figures from 2025 publications may not match the current text.
Signs of an illegal offer
- A job is promised without any contract, or the contract is "to be signed later".
- Someone offers to "arrange" a patent, medical conclusions or registration without the worker attending in person.
- The region or profession in the patent does not match the actual job.
- The worker is asked to pay for employment itself, rather than for documented services.
- Salary is paid in cash only, with no records.
Each of these turns into a fine for the employer and a removal risk for the worker — and documents bought rather than obtained do not survive the first check against the state registers.

Can I come to Russia on an electronic visa and start working?

How long does a patent take?
The application is filed within 30 days of entry, and the migration authority decides on it within the period set by law once the full set of documents, including the medical conclusions, is in place. In practice delays come from the medical stage rather than from the migration office.
Does an EAEU citizen need a medical examination?
For the permit itself, no — citizens of Armenia, Belarus, Kazakhstan and Kyrgyzstan work without a patent. Employers in some sectors still require a medical check under industry rules, and migration registration applies to everyone.
