A Russian citizen abroad may deal with the matter personally or use a representative. The available option should be selected before documents are prepared, because an application through a representative requires a power of attorney. A representative is a person authorised to act for the citizen in dealings with the relevant authority.

Before preparing a power of attorney, contact the MVD body that is expected to receive the application and ask what wording and content it requires. This is important because the Foreign Ministry specifically advises confirming the requirements with the authority that will consider the request. Do not assume that a general power of attorney will be accepted.

Actions while abroad and before travelling to Russia

While abroad, first decide whether you will apply in person or appoint a representative. If you choose a representative, identify the MVD body that will take the application and obtain its requirements for the power of attorney. Only then, if necessary, arrange authentication of the document at a Russian diplomatic mission or consular office.

The clarification does not state which country’s citizens other than Russian citizens may use this process, where an application must be filed from a particular country, or how long consideration takes. It also gives no fees, document list or appointment procedure. Check these points with the MVD and, for consular authentication arrangements, with the specific Russian consulate.

Actions after arrival in Russia

If you travel to Russia and plan to handle the matter personally, the competent authority remains the MVD. The Foreign Ministry’s statement does not set out a separate post-arrival procedure, required papers or deadlines. Confirm the current filing route and requirements with the MVD body that will receive your request before making arrangements.

The clarification also does not describe consequences of remaining registered or deadlines for removal from registration. It is therefore important not to rely on assumed time limits. Keep the process focused on the authority responsible for the state service: the MVD, rather than an embassy or consulate.
