Reception of applicants for all consular matters at the Russian Consulate General in Bonn has already stopped. You may also apply in a neighbouring country. A Russian citizen may request consular services at any Russian consular office; there is no requirement tied to place of residence. For people in the western states of Germany, offices in Belgium, the Netherlands, Luxembourg or France may be easier to reach than Berlin. Compare two things: the journey and the earliest free slot in the electronic queue.

One limitation applies: some actions stay with the office where the documents were filed. Collection of a finished passport is one of them, and the notice does not describe how documents already submitted in Bonn will be issued. Ask the Consular Section in Berlin about this.

Registration is a migration procedure that may require a foreign visitor’s place of stay to be reported after arrival.
