A Russian consulate can perform some civil-status functions for Russian citizens living outside Russia and can explain how to obtain records held in Russia. However, not every Russian certificate is issued by a consulate: the correct authority depends on the type of record, the applicant’s citizenship, where the event took place and the country where the document will be used. This guide separates consular registration abroad from requests for documents already held in Russia.
What a Russian consulate can and cannot certify
Russian embassies and consulates abroad are part of the Russian Ministry of Foreign Affairs’ consular service. In many countries, a consular office may register certain acts of civil status involving Russian citizens outside Russia. Civil-status acts include birth, marriage, divorce, a name change and death. A certificate issued after such registration is a Russian state document, but its use is governed by the law of the country where it is presented.
A consulate is not a general archive or a substitute for every Russian authority. Records created in Russia are normally held by the civil registry offices known as ZAGS (registry offices for acts of civil status), or in the federal registry system. Birth, marriage, divorce and death abroad
